Yep, just cancel Calamities associated with the faction you are up against and only if they've accumulated too much upgrades already. So basically you have to decide whether to cancel calamities or not. 10-19 two characters, 20-29 three characters, etc. IIRC, 0-9 LP and you get to save one character to higher level. And if you want to save them up for the end by not cancelling any calamities, you can usually rack up a fair number of points. There are nowhere near enough LPs to cancel all the calamities. I tend to find that when playing on normal mode ("Adventure", I think it's called), there are plenty of LPs for all the necessary recruiting in order to get a team of 5. (They are also used to create outposts in areas where you don't have to fight an assault.) There are basically three things they are good for - recruiting (especially recruiting legacy characters), cancelling "calamities" (the upgrades for the enemies), and cashing them in at the end of the campaign to upgrade your legacy heroes to the next level.
